A financial services professional with over 20 years of experience, Brian Frazer serves as Chief Treasury Officer of the VM Financial Group, a role to which he was appointed on April 1, 2024. In this capacity, he is responsible for providing strategic oversight of the Group’s treasury functions, liquidity management, balance sheet optimisation, and financial risk management across its operating entities.

Brian joined the VM Group in September 2022 and previously served as Deputy Chief Executive Officer of VM Investments Limited and VM Wealth Management Limited, where he played a key role in strengthening the implementation of the business’ strategic priorities and governance framework. His transition to a dedicated treasury leadership role reflects a deliberate focus on leveraging his deep technical expertise in support of the Group’s long-term financial resilience and strategic execution.

His professional expertise spans investment management, trading, treasury, asset management, risk management, compliance, corporate governance, operations, and product development. This breadth of experience positions him uniquely to contribute to the VM Group’s financial stewardship and capital strategy.

Brian began his career in accounting before transitioning into investment management, holding senior roles at organisations including the ICD Group and Scotiabank. Prior to joining VM, he served as Vice President and Chief Investment Officer at Scotiabank, where he was responsible for setting the strategic direction for investment management and product development across mutual funds, unit trusts, and institutional asset management businesses throughout the English-speaking Caribbean.

He is a Chartered Financial Analyst (CFA) and a member of the CFA Institute. Brian holds an undergraduate degree in Accounting and Economics from The University of the West Indies and has received professional training in Accounting, Asset/Liability Management, and Risk Management, both locally and internationally.

A committed advocate for the development of the investment profession, Brian is the founding President of CFA Society Jamaica and has served as a Director and Chair of the Membership Committee of the Pension Industry Association of Jamaica (PIAJ). He has also served as a Director of Scotia Investments Trinidad and Tobago Limited, was a founding board member of the Caribbean Alternative Investment Association (CAIA), and a member of its Advisory Council. He currently serves on the Audit Committee of the Ministry of Finance and the Public Service of Jamaica and is a member of the Private Sector Organisation of Jamaica (PSOJ) Economic Policy Committee.

Brian firmly believes in advancing financial inclusion and improving financial literacy across Jamaica and the wider region. These principles continue to guide his leadership as he supports the VM Financial Group in executing its mandate with discipline, clarity, and purpose.
